PC build for a friend

Hey guys,

I'm going to ask for some advice for a friend of mine. I did my build in November last year and I got some great advice from CDMC about the CPU+GPU combo, but now with supply shortages it's hard to find the right stuff.
To start off, my friend has a max budget of 400 euros. I know new cards are right around the corner, so I told him to wait until then. However, here's what I looked into so far:

NEW PC PARTS (BUILD 1) - 410 euros
Video card: XFX Radeon RX 570 RS 8GB
CPU: AMD Ryzen 3 3100 3.6GHz
Motherboard: ASRock B450M-HDV R4.0
RAM: Corsair Vengeance LPX Black 8GB DDR4
PSU: Seasonic S12III-500, 80+ Bronze, 500W
Case: Floston Black Simple
SSD: Kingston A2000 250GB

SECOND-HAND PC (BUILD 2) - 290 euros
Video card: Palit GTX 970 4GB GDDR5
CPU: Intel i5 4570 3.6 GHz
Motherboard: Gigabyte GA-H81M-DS2
RAM: 12GB (DDR3?)
PSU: Thermaltake 550 W
Case: ???
SSD: 120 GB Samsung EVO 840
HDD: Seagate 500 GB 7200 rpm

Alright, so in order to compare, I looked at guru3d benchmarks: https://www.guru3d.com/articles-pages/m ... ew,16.html
And honestly, I cannot see such a big difference between the RX 570 and the GTX 970. It's mostly a 5-10 FPS difference and more often than not, it's over 60 FPS, so it doesn't matter much.
I know build 2 is about 6-7 years old, but is it worth an extra 100 euros for such a small FPS gain? The money saved will be put towards a second-hand MTB.

First off, don't buy anything until new cards and CPU's are out this year.

Anyway,
Hands down Build 1. Its newer, you can upgrade CPU and GPU down the line and continue playing games with even higher FPS. Not to mention you know the parts are new.
Build 2 is a dead end platform, GTX970 is 3.5GB card. Games today use over 4GB Vram at 1080p, (FC5 on max using 6+GB at 1080p for example)

@Chyo's ROG laptop is more powerful than Build 2, and she needs an upgrade.

do NOT buy anything until new cards and CPU's are out this year :emoji28:

Ok, thanks a lot. I told him to wait, I'll ask for some more advice once the cards and CPUs are revealed in October.
