Of course it's not. If I took the license plates off my car, I would be stopped immediately and had the car impounded.
But it's political stuff between the country and the subcontractor, so I think you get it - they can do whatever they want.

As for the truck, never heard of it as well. I used to see one Chinese truck here, I think the name was Dongfeng or something. 4x2 sleeper cab.
