@Alex run MSI afterburner with the game and see what is the game sucking on the most. there is a graph in
MSI afterburner that you can look at
This is how it looks
you can double click on the bottom graph and it pops out so you can see even more for easier use

Thanks guys, I'll try MSI and see what I get, these are my specs:
i7-7700k 4.2ghz, 4 core/8 logical
32GB DDR4 RAM
Nvidia GTX1060 6GB
b250 gaming pro carbon motherboard

Thanks man! Tried a few tests and it does seem like it's mostly GPU bottlenecking:
Might wait until next payday and do some ebay shopping ... xD

in MSI Afterburner, slide the Power Limit from 100% to the max(don't forget to hit apply. you can also make so these settings load up every time you start your PC too). Your GPU is running pretty cool at 53C, you can let it boost more and so far 100% Power limit appears to be your limiting factor. You should get couple more FPS that way, until you upgrade to something better
